Normally this kind of thing is reported only via a NOTAM.
You don’t change the chart and the ICAO information for construction work.
NOTAM for 2 years? Information about the aerodrome (AD) closure is in the AIP.
Yes, the military area is closed for the duration of the works.
It then becomes active again.
Therefore, there is no closure in the overall sense.
