Čáslav military airfield (LKCV) is undergoing modernization, and its CTR is deactivated until October 31, 2028. Is it possible to reflect this on the map?

Normally this kind of thing is reported only via a NOTAM.
You don’t change the chart and the ICAO information for construction work.
NOTAM for 2 years? Information about the aerodrome (AD) closure is in the AIP.
